Dubai Approves Largest Ever Budget for 2025-2027

Historic Investment Drives Dubai’s Growth with Record-Breaking Infrastructure and Public Services Spending

Dubai approved a record-breaking 2025-2027 budget on Tuesday with 272 billion dirhams ($74.06 billion) of expenditure, marking the biggest budget in the emirate's history. Against revenues of 302 billion dirhams, this historic budget was announced by Sheikh Mohammed bin Rashid al-Maktoum, Dubai's ruler, in a post on X (formerly Twitter).

Dubai, one of the seven emirates of the United Arab Emirates (UAE) and a major trade and tourism hub in the Gulf region, allocated 46% of its spending to critical infrastructure projects. These include investments in roads, bridges, and water drainage networks—all essential for supporting the emirate's rapid growth and its reputation as a world-class city.

In June, Dubai confirmed a plan to spend 30 billion dirhams ($8.2 billion) to enhance its rainwater drainage system after experiencing the heaviest rainfall recorded in the UAE in 75 years, back in April.

Another significant portion of Dubai’s infrastructure spending includes expansion at Al Maktoum International Airport, aimed at making it the largest airport in the world. The newly approved passenger terminal, valued at 128 billion dirhams ($35 billion), will ultimately provide capacity for up to 260 million passengers—five times that of Dubai International Airport, already one of the world's busiest airports.

Sheikh Mohammed also revealed that 30% of the budget will be directed to health, education, and other public services. Additionally, Dubai anticipates the 2025-2027 budget will achieve a 21% operating surplus of total revenues, a first in the emirate’s budget history.
